nobody can guarantee that and if they do i wouldnt go with that cloaker as its the same snake oil marketing bullshit as when people tell you they guarantee you #1 ranking in any niche.
so that being said a cloaker can help you get ads approved that normally wouldnt be allowed and it can help you to keep the ad running for a while, but if enough users manually report your ad and you get a review, its likely that the cloaking is being detected and you will need a new account. it can last for weeks and months, or only a few days. it depends on what you promote and how much budget you put in daily etc.. if you spend low amounts it lasts longer as if you spend thousands a day.
