I want to create an affiliate program that offers 25% of the total sale to affiliates. This would mean they can earn between $150 - $1875 per sale depending on the size of the network that is purchased. I think it would go over really well since affiliates have the opportunity to earn a good amount per sale.

However, I have been running into several issues getting approved by networks. My product is too expensive for JVZOO and Clickbank doesn't accept services. So what is the best way to set up an affiliate program for my service?

There is very little chance that anybody is willing to promote your service.
They promote an ebook instead for 75% commission.
 
Since this is a service, you should try to set up a BST here on BHW and ask for approval from a MOD. There's a fee but if your service is really good and gets approved then you stand to make some money.

I do plan on creating a BST but I am not able to yet because I do not have enough posts yet. You have to have more than 100 posts to set up a BST. I'm not too far off though.
 
You will never know unless you try..
Every affiliate platform will get you different results.
So I will say you start with minimum budget and scale up accordingly.

I think that if you want to promote a service like that, you need to find a different strategy than the Affiliate Networks.

Maybe you can create a product like an ebook that show a case study on the benefit to create your own blog network, showing some results, and how to make money out of it.

Done this you can promote the ebook in the Affiliation Networks and inside the ebook, promote your service.

You can use this ebook as a free give away to the web agencies and seo agency, to make them aware you do this service.
 
I don't think many people would be interested as there's better paying programs

I have 2 questions. Can you make a PBN for a Money Site in a foreign lanquage? The money domain is also foreign extension. Do you offer the 25% discount for pbn-done4you?
