I'm not sure if using a ROM on top (instead of) the main Android OS would be a more affordable option. I've heard that Firefox and Ubuntu have (or had) mobile OS's, that since Android is open source, they can do similar. IDK if the Ubuntu OS will work on the current phone networks, or just wifi; wonder if you can access the Ubuntu software repository...
