Ban Someone's Gmail Account

Hello Friends
Last week my gmail account was hacked and now am unable to login.Hacker is using my account to exploit me.I can't reset it as doesn't have any recovery e-mail or verification code.Also filled the form, but no profit.
Can anyone tell me the way of blocking that account.I shall be very thankful.
