U cant open ports by yourself, those r closed for a reason. It is so easy to test if its bank, ip or whatever problem. Use same ip with mulitple banks, see if u get same error. If u get then use different isp (simple way is aws to try it, it works on all banks although i hvent used aws for ages). If u still get then its not ip/isp problem. It takes max 30 mins to get the info and u hv been asking that for weeks.

More so,

There are other ways of getting this account up aside using a bank account

This can be Seen on the forum..with some tweak
I don't have a method ,nor do I have all billing methods,
But one thing is certain

If you follow enough rules according to AdWords, you will make live accounts even without all the gimiks stated on many threads here,even if they are thresholds accounts

When it works on aws randomly it can be gmail fault too. As i remember earlier i had same thing. Some gmails allow and some not. So dont buy gmails and make your own and see the difference.
