Backlinks showing up in semrush but not in SERP!

• SemRush and other backlink tools will not find every backlink on the internet, and
• Their backlinks database may not have been updated recently, so will not have the freshest data (could be a few months old).

Does this mean URL is indexed by Google or not? If not indexed how come semrush picked it?
