Backlink Stragedy - Please review and comment

I've had a personal blog for over 3 years, and in the last 2 months i've started trying different SEO techniques. Here is the basic "graphical outline" of my current blog:

I just purchased ScrapeBox, but i've heard several warnings like "if you're not sure what you are doing, you may do more harm then good." So i created another "test" blog to work out the kinks. If google bans it, i won't be too upset.

My plan is to post 1 new article per week, then create several Tier 1 backlinks, then use scrapebox to blast Auto Approve Lists with links to the Tier 1. Should i also be blasting with backlinks to my actual blog, or would that cause it to be banned?

Any comments on what i'm missing, doing correctly, social bookmarks??? I've found the hardest part of the entire process is NOT ENOUGH TIME. I can usually only spend 1 to 2 hours per day working on this and it's totally not enough.

I'm still not exactly sure what i should be Pinging (if i should ping anything at all).
I have a URL list of all my social bookmark backlinks, should i be pinging that?
