It's strange to hear that PayPal simply decided to remove hold.
I was going crazy for 2 or 3 weeks. Then it started to work, I made 1 small payment and it was blocked again.
Have no idea why should they care how much money do I spent and how often.
Provide tracking and ask the buyer to mark as received. I haven't been using ebay since a long time but this used to work, ideally you should not start selling on ebay with a fresh account that doesn't have transaction history.
