And the real question is, then, does Associated Content make each ACCOUNT or each PAYPAL address that earns over $600 fill out an irs form? i.e. Does it aggregate payments to the same paypal account e-mail address?

each account. no, they don't aggregate the payments at same paypal account.

add a new paypal email and that should do it
