An agency company is currently running google ads(search ads & GDN) for my company. I am paying him not to Google. However, recently I decided to terminate the cooperation with the agency and take the ads part over.
So, my question is what do I need to do to start the ads myself. (do I need to ask the agency to give me back anything? like ads account?)

I had experiance that they are charging clicks from thin air and with discussion with my affiliate manager did send them mails about statistics and they refunded. Like few tousand $. The aff manager told me everybody will try to burn you in this business do not trust anyone and always double check everything and complain if something is not right. How much did they try to STEAL from you?

That's good. usually the billing takes 24 hours to verify the account.
Are you able to run ads once your billing is complete?

Even though you cloak, Google will find out one day and then the account will get suspend. You need to revamp your cbd products with some other names such as hemp or something that Google allow. This way your cloaking will work or perhaps, direct advertising to the product works.

Yes, ask for the account to give you back.
But as you said, you were paying them, not Google , means, agency were using their own billing method in their own account. This way, they will not give you the account because it belongs to them.
So you need to start again with new Google ads account and new campaigns with new billing, which means everything right from scratch.

I personally avoid buying Google Ads for a few reasons, and here's a question regarding one of them: "click bombing" eg a hostile person constantly clicking through on the competitor's ads without ever buying anything, and draining the per-click ad account. EXAMPLE: Some industries (like plumbers) pay as much as $50 - $70 PER CLICK with Google Adwords. Obviously a motivated click bomber could do create some real financial losses to the advertiser's campaign.
Google claims to somehow block this activity, but couldn't a savvy bomber figure out ways around this, such as using a VPN? Okay let's hear from any of you with firsthand experience on this one. THANK YOU!

You can try some click fraud apps that could help with saving money by blocking those IP's. You can also restrict your ad to show to customers for limited number of time.

Google doesn't increase the price. It is all based on algorithm, where if your competitor is paying more for the same keyword you are bidding, then you need to raise your bid to beat the competition.

Yes, you can target any geo from your location. Google is suspending your account because your account might have violated the Google policy. What notification do you get? If billing is the issue, you need to change your billing options. Use a new one in the new account.

You can start with as little as $1 / day. It's just that you will get limited clicks in the amount you set.
