I think I saw it before on a russian forum probably, but never looked at it really. But, if the cloaker is working and you're filtering out the bots I think that you should stick with it

Sorry, what's the context?
If a provider said you to activate the account it's probably to accept the invite you received on the mail. I don't see anything else related to activate an account without further context.

Nope. None of them. I have my own Traffic System, Cloaking I use Hoax or Cloakerly depending on the objective of the campaign

Well, that can be a lot of things. But, the most commons are related to hosting. Do you update your nameservers to Cloudflare before adding the domain onto Gads?

Google might be expensive for you in that case. If you're doing it yourself be prepared to handle a lot of accounts bans, so at that point i'm not sure at all that you can be profitable at it.
Have you tried POP Ads on it before?

That happens when your MultiBrowser like (AdsPower or Dolphin) or either your Proxies are not well configurated.
If the problem is the Browser make sure you use clean settings, if it's the proxies check if they're clean and look for Residential Proxies, not Datacenter

Yes, otherwise you will get banned by Circumventing Systems. Google looks at the IP of the machine that's hosting the website.
