If I create a legal campaign on Google Ads where I promote my landing page, say, with hotels, and after the campaign is approved I change all the content on the landing page — replace everything about hotels with casino ads — will that work?
Another option: if Google’s moderators are from the U.S., and I set the targeting for the UK, then U.S. traffic will see the hotel pre-landing page, and UK traffic will be redirected to the casino landing page — will that work?

This will usually get you banned quickly, you should definitely use cloaker.

However, the biggest problem is your script, Google is no longer very keen on scripts produced by bots, use scripts with flawless and understandable code structures, you can write them yourself with WordPress or buy them from quality vendors you know
@RobberyADS Question related to your nickname ;-) I heard recently that it's possible to "steal" the remarketing data from competition website. I don't know if it's about finding adwords/analytics/tag manager ID's. Do you know anything about it? The result here is to have targeted group and cheaper traffic

So basically, everything else seems fine—your proxy, payment method, cloaker settings, white pages, etc. The issue is with your Google Ads account itself. What you want to do is avoid jumping straight into running your main ad. Instead, start with a totally unrelated white page—like a random site, maybe a hotel or something legit-looking. Run a small ad to that and spend just $5 to $10.
Once that runs clean for a few days, then set up your actual campaign. Turn your cloaker settings to the max—like don’t even let real users hit the money site, just bots. Also, keep your ad chill at first. Don’t go hard with aggressive keywords or anything that might raise flags. Keep the budget low.
After spending a few more dollars on white, then you can swap in your real keywords and start putting more money into it. If the account still gets banned, just try appealing it, sometimes it works.
Out of curiosity, which cloaker are you using?

The advice comes with a caveat: buying accounts may be better for those frequently getting banned. Most Google Ads users should start by creating their own accounts.

I use hoax but all cloakers work almost the same, you need to know how to set it up well
