Are Newbies not allowed to post in the Downloads section?

I have a bunch of cool stuff I want to share with everyone in the download section, however, my account is pretty new and it says I can't post links. Does this mean I can't post share downloads? If so, what's usually the limitation?

I think you have to have over a certain amount of post first ..30+ i think
