Apply to Google Adsense using a site that has been used for Google Adsense before

Title says it all!

I have a website which I had used it to apply for Google Adsnese back in 2013 in the UK. I just removed all the codes from all the pages of the website a couple of months ago and sold the website to a friend of mine in Canada.

Is it possible for him to apply for Google Adsense account by using that website and get approved? Anybody here who have had this kind of experience before? What is the best practice?
