application developer needed for payment gateways

simply thinking of making an application which will enable a cell phone user from Tanzania to transfer mobile money to "moneybookers". The main aim is to make it easy for an internet user from within the country to purchase online with no direct use of the credit and debit cards. Due to the increase in use of the mobile money transfer, it is important to enhance online transactions using mobile money transfer. I hope for some positive feedback, Thank you guys.

Why would you want to create an app for those users, did I miss something how do these guys even pay for the cost. Never heard anyone market to Tanzania

Am currently living here...and the use of the mobile money is so extensive and is growing but online transactions are still low. most of the people here don't have access to the mastercards,visa and all that...i think the app might bring the people closer to online transactions.
