You can hire someone to do the work but teaching/mentoring isn't permitted.

Also, no genuine SEO will guarantee results, as there are too many outside influences that control rankings.

I would be happy to help you with SEO but as per MOD said, no one can promise you with ranking top in a month of SEO, its all depend on various factors, and consistency.
