Any Possible to rank website on Google without backlinks?

So yes technically you could rank with just good content and solid on-page SEO, the sustainability and the overall performance would not be as good, however.

Further to that, you could rank for keywords with low difficulty but you would be vulnerable to competitors (with similar content and similarly solid on-page SEO) that are building links.

So I believe incorporating links in your strategy is the best approach. If budget or inexperience is a factor, then there are a lot of great threads that can help with how to get started with outreach and generally building through a white hat approach.
