Yes - It's possible to rank without links for super low competition keywords, but there is no point ranking for those keywords any way because they won't have enough traffic to make decent $$$$. So whats even the point of that.

You can rank without any links but it all depends on what keyword your trying to rank for. Once you've done good kw research and you find terms which have low difficulty, you can rank these with on-page SEO, site structure etc. However, if your trying to rank for a high-volume main leading keyword it's highly unlikely you'll rank without backlinks.
