Am about to start to build an app that i want to connect with CPA, does Play Store alows direct linking the offer in the app or should i go with some prelander or something?

Your app will get suspended for affiliate spam & web view during approval. They have a manual review for some apps & spiders for the affiliate links. Feel free to read their TOS & try yourself ;)
It's not 2015 anymore. Though, best of luck.

Can I go with some kind of prelanding LP or URL shortener or something?

No, it doesn't work like this. You have to make an actual, functional app. You will simply won't go thru approval process, it's semi-manual nowadays. If you don't believe me - give it a try ;)

Yes i actually have complete app game for android now i want to integrate the CPA.
Do you have any ideas on how i can deliver the CPA offers?

EDIT: i just came up with an idea but not sure at all if would work...
Can i place the link from google search results which will redirect directly to the offer?

I think this should work because they must have some kind of 'trust' system which will escape the Play Store rules?
 
This is a best idea for a perfect journey but Can I know that which CPA Network you are going to use?
 
I think you should use this method. I will suggest you to publish only 2-3 apps on each google play ID. Happy Journey
 
How did you know it will escape the ToS?
I think it would not work because the link redurects to a CPA site and from there they can easily crawl the website.

They have very good system for detecting cpa links, i read that here on the forum but anyway you must test to know...
 
There is a way to do this. Its pretty obvious so I won't be sharing it and webview does work if done correctly. Maybe cloak the url links so they don't detect the "spammed domains" from CPA tracking domains.
