Affiliate Directories - New Program

My company recently released a New affiliate program, we are a small company with minimal marketing budget. Does anyone have any recommendations of Directories, sites or Networks with little or no expense to gain good affiliates. We are looking to grow our site, sales and are offering substantial commissions and bonuses to gain new affiliates.
