How adwords relate to dating offers (Not adult)?
i think use GDN for promote offers

This goes for advertising with any ad network. It doesn't matter about the source of traffic, but the targeting of the traffic to the offer.

Yes, Google Ads does allow dating.

You can run both paid search and GDN display too.

Like you mentioned, no adult allowed. The site will get review, needs to be clean and proper content.

Been doing it for years. As long as it's not deceiving, no adult content and no shady redirects, you're perfectly fine.
