Advertising network with time based renting-model

As some of you know adult and even mainstream advertising networks like to deliver crap-traffic for money:

Then I remembered myself of juicyads and how they managed advertisements in the past (this had sadly changed in the meantime). Back then it was possible to rent advertising-spots on certain websites for a certain time. This is a good alternative to the volume based model (paypperview, payperclick) which is heavily wasted by bot-traffic or thirdworld-traffic and not viable for advertisers anymore.

Do you know an advertising-network which uses the time based renting-model?
 
I ran a campaign for client, PE clinic on TrafficJunky and conversions were through the roof (had access to their Google Maps too, clients were requesting driving instructions en masse). On session replay video recordings it was obvious 99% of traffic is humans (they scrolled, stopped to look at images of how their dick would look after the procedure, etc, not bots for sure). There was some minimal amount of bot traffic. Idk about Juicy Ads, I hope it's real because I want to use it ugh. I've seen they have option of renting banners on specific sites, idk if per hour. I want popunders though and you have to run these per country. I'll tell you one thing - a lot of people attribute shit product/service that doesn't convert to bot traffic. Most whitehat Google Ads clients I had that claimed had bot traffic had real traffic, it just didn't convert. Right now I do have GAds client with obvious bot traffic - he gets form submissions with some fake phone numbers, etc. If you guys did get bot traffic for real, did you notice it's specific geo or something? Maybe they scam on more than others? Since I seriously had mostly real traffic even though people scream 'bots!'.
 
They are some theories like some clients of these advertising networks receive better traffic than others. I could not prove that because I always received about 70-90% bot traffic. To distinguish real traffic from bot traffic they are very sophisticated technologies out there. I use my own one and it is very easy to check from which network an IP comes. When an IP belongs to a datacenter-network, the chances are high that this is a bot. Country is irrelevant, as the western countries own the most of the datacenters anyway.

For my part, I will never use a volume based advertising-network again as there is the well known quote: If you fool me once shame on you, if you fool me twice shame on me.
Another point is one which I already pointed out in another thread:

About 90% of their PayPerClick traffic came from Not-Private-IPs (a sign of proxy server usage) which has a bounce-rate of 95%. The traffic has shown no mouse-activity despite about 50% of the traffic came from Desktop-Users.

So ... the facts are clear. But I cannot tell who exactly scammed me, in other words who send me this kind of traffic. Exoclick could be neutral, while advertisers have an interest in sending as many banner clicks as possible to optimize their revenue. I guess, that Exoclick does not have proper anti-cheat mechanisms in place, while making their financial share from every single click and view which is delivered by fake-traffic-networks run by advertisers. I think this brings it on the point.
There is a conflict of interest here which is impossible to solve.

Does anyone know an advertising network which rents banner/popunder spots time based?
 
That's literally what I asked. I ran campaign for non-western country and traffic was real. Maybe they put bot traffic on US traffic to keep up with the demand? Just thinking loud.
 
This standard one-time fee would only benefit the advertiser and not the publisher so you can see why it's not common.

The publisher is simply more valuable than the advertiser so their best interests are first, and they want to make as much money as possible for every slot.
