AdSense won't pay you if Google Ads threshold users don't pay?

Hello everyone,
So, I was reading AdSense terms of service and suddenly I came across this part:

From what I see in the screenshot, I understood that AdSense wouldn't pay you at the end of the month if the advertiser whose ads displayed on your site, didn't pay Google Ads ( like what threshold users do).

Is that correct?
 
Just use ezoic , its a adsense traffic arbitrage, and ditch adsense. That's if you get ezoic approval.

I don't think Ezoic is profitable like AdSense when it comes to traffic arbitrage, also it's harder to get approved on Ezoic.
At the moment, all I need to know is if threshold users are the reason why Adsense deducts earnings from the balance at the beginning of the month. So they don't pay google ads and AdSense doesn't pay the publishers, maybe?

This is not 100% true. They will surely not admit it clearly.

I'm sorry but I didn't understand what you meant, did you mean it's not true that AdSense will not pay you if the advertiser did not pay Google Ads?
 
That part of the terms and conditions that you quoted actually makes a lot of sense as far as Google is concerned.

You have to understand that some advertisers may dispute the quality of the traffic produced by at least part of Google's network.

This does happen.

In fact, Google routinely turns off certain specific websites that produce "low-quality" traffic.

Your website may have been admitted into the AdSense program, but if the overall quality of the traffic that it sends doesn't meet the standards of the advertisers, Google's terms are broad enough for them to cut off that site.

Now, this doesn't mean that your AdSense account has been canceled.

But it does mean that the offending website can no longer send traffic to AdSense.

I don't really see this as a problem.

The focus should be on delivering value to the real flesh-and-blood human visitors of a page.

If everybody does their job in the online publishing game, there will be no problems.

It makes sense that AdSense deducts from your balance if a real advertiser is not happy with the quality of your traffic. But my question was specific to the people who make churn and burn accounts.
If these guys (threshold users) put their ads on my website and then didn't pay for google ads, does it means I won't get paid?
