No, the domains where you have used adsense are totally banned now for adsense. But not for the ranking, so you can start to monetize them using another method.
Try CPA for example!
After google banned my adsense account, I started to get much more money from CPA and leads! Thanks google for to have banned me!

In the recent time no, absolutely. You can try after 1 year to see if something is changed.
In the past I read something about backup the site and copy everything to a new domain. Later 301 the old domain to the new. But probably the Adsense ban will follow you to the new domain (and you risk to get banned also the new adsense account). Try to investigate about this option.
