I'm afraid you're already at the best and cheapest traffic source.
The fact that you don't earn with it means that something wrong with how you set your ad campaigns. If you check your GA and AdSense data you will see what work and what didn't. I'm not able to advise much as I didn't see your campaigns nor AdSense, but if you keep optimizing you will find the golden middle of price + performance = profit.

They do mention that you suppose to have mostly organic traffic (from Google
), but in reality that is not so.Most publishers, even with millions of users from search, still buy traffic and it's totally fine.
Paid traffic can be more profitable than organic.

I had concern for fake sites providing crap traffic, fb, snapchat and other reputes sites are considered as organic traffic sources.
I used facebook ads my ROI was around 100-150% but the problem is the few ad limit policy

use push notification ads to increase website traffic , you will get good result , don't send traffic with websites

If your ads do follow policy, but still limited - submit for manual review, preferably, through the chat support.

i havent tried this ...native ads might help although its expensive but with pagination you would make returns or on your current fb method try using pagination and bank more
