First, check the status of the campaign. A campaign will only start spending when it is in the 'Started Delivery' status, meaning Facebook has begun distributing your ads. If the campaign is already in this status but still isn’t spending, start checking factors such as the payment method, target audience. If you’ve waited too long and the campaign still isn’t spending, try setting up an entirely new campaign.
