Check your card for any holds. Sometimes there are hidden holds that don't show up. Try adding a new payment method.

new account, i created ad campaign almost 2 days ago without any spending?
is it a good idea to change to a new account, if i have 10 accounts with no spending and changing all 10 is a waste

replace page, create new campaign with high budget, maybe your account is in some BM which is restricted from being hidden, you need to replace account in a new BM

You can replace the page with another page, then create a new campaign. If that still doesn't work, I think you should replace it with an old account.
