I would call it the PayPal relationshit.

I registered PayPal from an unsupported country and used it without a VPN for 7 years without any problem. However, I had sending limit of about $3,5K per year, but I decided to withdraw $5K in like 2 months. I was successful but then I was limited after 1 month. I think the biggest secret is to have an aged account, then you can stay off the radar for a very long time.
