i have 20-50 easy to rank 1k+ searched keywords. i can buy domain+hosting. but this question is to pay $0
what should i do ? go with blogger or wordpress.com. how many article i need to write ? how to rank my that blog without paid tools ?

Once you have a domain and hosting set up, go with Wordpress. There are a variety of reasons why I love Wordpress over anything else. 5 years ago I used to hate Wordpress. It sounded complicated at that time and one site I was attracted to was Weebly. It was simple and most importantly, it was an easy drag and drop sort of site builder. However, the day I used Wordpress properly, was the day I knew that it was the right solution for me.
You could very easily probably rank for a free blog such as example.blogspot.com or example.wordpress.com. I've done it in the past and it works very well depending on the link building and the type of keywords you go after. Obviously, with a zero budget, you shouldn't expect to rank for payday loans using a free blogspot site as it's virtually impossible in todays world.
Okay, so you had to pick one? I'd go with Wordpress. Here's why:
Blogger lacks many plug ins which could be extra vital to you just incase you may need to upgrade your business later on or if you start expanding at an uncontrollable rate. I had the problem of making a site hosted on Weebly and it became hugely big, raking in thousands and thousands of views a day. The whole migration from Weebly to Wordpress was exhausting so that's one of the reasons why I'd pick Wordpress any day. The availability of plug ins if required is endless. There's just about a plug in for everything.
Obviously, with these free blogs, you don't own them technically. Anything wrong and they can be removed. This is another thing you must consider if you plan on making this a major money making site. How can you afford to lose it? I made the mistake of making a free games coupon site on wordpress.com only to find it gone 3 weeks after and it was beginning to make decent money.
Wordpress.com is fairly easy to use and there's a wide variety of things you can do with it without having to pay. Honestly, the extent of customisations you could do with wordpress.com blogs far overweigh the ones for blogger. But my own advice would be to actually buy some hosting + a proper domain name and set up wordpress.org.
As for articles, HOW many articles can you manage a day? I don't tend to over do my article writing but I like to keep them coming dripped over the month. An article a week is absolutely average but I like to do around 2-3 a week just to keep things going. I drip these over a month to avoid any red flags. Don't post 20 articles the first day and then completely pause it for the next 2 weeks. Keep it coming in naturally and fluently.
As for SEO with no tools, that's a hard one. Believe me, when I started SEO I did have no money so I was basically venturing into anything I could lay my hands on. Some sites have freebies you can take a look and possibly get but with out a decent budget, you won't be able to rank for most good terms. If your keywords are however easy, then what I always do is create web 2.0s with unique content. Believe it or not, these always work and especially considering the fact that your site is going after easy keywords, it will definitely work. Just add in unique content (this is important) and add images/videos where you can. You can drip these out too but again, this would be your best bet for link building if you are going after really easy keywords which it appears you are.
Don't forget to add in your related keywords, etc.. too. Again, with a zero budget and no paid tools its going to be very hard but with a lot of manual work of creating these links, you will do just fine. Just a difference and that is the time you need. One way reduces your workload whilst the other increases it.

To be honest, I don't feel comfortable answering that question - but to keep everyone motivated, I am making enough money per week at the moment for the lifestyle I require.

Edit : Btw, about web 2.0's from 2nd thread, there is a HUGE difference between what people think.
If I make them with unique content (text, images, videos etc), good navigation and everything else, does it matter if they're 'just created' from my IP ?
Or they should be created separately from different IPs and must be aged ?
I've never really had issues with IPs and web 2.0 properties. This is actually the first time I've been asked this and honestly, I can't give you an exact correct answer. I like to keep my properties unique, yes.. with images, videos and all sorts. This ensures that the properties should pass a manual review should that ever be a problem.
However, aged web 2.0s are still better in my opinion. The other day I purchased a batch of aged tumblr sites and added a few links and I did notice that the ranking changes appeared sooner than usual. Age is still a positive factor in any relation to SEO. Whenever I start creating a site, I tend to buy an aged related site for my product then make a new domain. It gives Google the impression that you already have the authority. Don't rely on PR too much these days but keep a good eye on your PA or DA.
So, to answer your question, I don't mind my web 2.0s being on the same IP (my web 2.0s are all unique) and does having an aged one help? Yes, I think it does.
