Ok guys, it's a good time for UPDATE:
due to my 9-5 job I haven't time to write these articles as fast as I want to, so it took me a while, 3 hours per article approximately. I don't need to care about content for a month or two. So now I can dip into SEO. Below is my plan and some questions to you, because it is my first website (excluding these where I installed wordpress and put 200 words article) and first SEO attempts, it would be great to hear a lot of tips from you.
Firstly, my overall SEO plan (will be improved for sure)
All the tier 1 content will be hand-written.
So I want to:
scrape expired web 2.0s,
find and check proxies,
break captchas,
thunder 2.0s with tens of thousands of black links,
send social signals
so I think that must have software is ScrapeBox, GSA and bot for collecting points on like exchange websites.
Now, questions part
1. Is my SEO plan sensible?
2. Because of my limited budget, I am asking you for a guidance here. As long as I have budget for those 3 it?s okay, but I am wondering if there are more important tools I should have?
3. How many web 2.0s do I need to rank a low competition keyword let?s say 20-25 difficulty according to keywordrevealer.com. I know that it?s hard to say because there are too many factors, but I bet that some of you tried it and can say something. It would help me a lot in organizing my work.

I purchased scrapebox, and reactivated my site: I changed template, installed plugins etc. Next I will write privacy policy, about us, disclosure etc. Then I'll start adding reviews and building web 2.0s

Good luck OP!! Really you took a better decision. I also started first but didn't continue that. SEO is also my favorite task. I performed these task about 6 years. In these field simple tricks may help you much. Now I'm a SEO teacher of a freelancing tutorial home. Go ahead with better aim then you will found a good day.

I am learning scrapebox (what a wonderful tool), I've built my own proxy list from different sources over the web (40k working proxies) and i've scraped some expired tumblrs. Scrapebox is really amazing tool and i can't wait to master it. I've got 40 PV gmails and i will use them for registering new 2.0s, I will use one mail for one web 2.0 on given platform, and after month or two i'll drop a links on them. Do you know any good free software where i can upload my own list of proxies, i am using cyberghost, but i can't upload my own proxies.

1. I've got some doubts, I know that it is okay when I create let's say 10-15 different web 2.0 using the same email, but on different platforms. Will it be a footprint if I will share all of them on 1 fb,g+,pinterest etc account?
2. Will google index them if I create some no-follow links to them?

You made a good choice for scrapebox, it's great tool with endless options. I would suggest you to stay away from gsa now, because you will need gsa($100) vps ($15 month), private proxies ($20-30 month), gsa captcha breaker ($100) and gsa lists which cost too. You will be better just purchasing $5 gsa blast to your fresh 2.0s, but don't point any crap links directly at site at all (not even 50-100 like in your diagram).
Also for expired tumblrs, you don't need to wait month to drop a link, they are already aged, post couple pictures, reblog couple stuff and drop a link.

Thank you Walter :>, still searhing for the other backlink sources to my money site, do you recommend something? 
Scrapebox is more than enough for me at the moment. $5 blasts are a good option but again - I haven't money for them. I scraped a lot high pr wordpress blogs in my niche and I plan to manual post some comments on them for every web 2.0 I create and make some social signals to them, can it replace GSA blasts?
