Depends. Everything should be done relative to the competition in the SERPs of the term you're looking to rank for. If you competitors have 1,500 words, then you should have a few hundred more than that. On top of that, the content needs to be powerful. In many cases, you need to focus on writing for your audience rather than just writing for Google, because Google is getting better at tracking user flow and judging how helpful a webpage really is.

One thing sites ranking on page 1 are just parasites with low contents may be 600-800

15K words article? Wow that's a lot. How do you monetize it? Using ads or capture leads selling product?
Articles should be as long as they need to be to provide the answers/value to the reader you're trying to provide. So, basically, it depends.
Are you writing a guide on link building? 1500 words isn't enough.
Are you writing about what type of food to feed a specific type of fish? Maybe just 500 words would be okay.

What you're writing; can that be of more use to your readers by saying less?
While length sure helps with SEO, if your article is not engaging and scannable, people won't hang around your page for long. And this page time is a huge ranking factor in the eyes of Google.

agree: check on competitors
not fully agree: make it longer - well more or less this is a good advice but i suggest you make your content more ENTICING to read rather than making it longer.
stay safe, what i do is analyze the top 10 competitors, take note of their word count and structure before deciding on the word counts ( basically i stay on the safe zone).

It's not limited, write as brief you can, use LSI's on articles and check with top comp.'s ranking pages content length and how they framed the content, title etc.,

In this situation, given that the competition is only 800 or so words then 1500 should be fine.
The more you write now (and the better the quality of the work) the less likely someone else will try to outdo you in the future.
