Im an android developer from Uganda and as you may know, Google Play Merchant accounts are not available for developers here, I was thus missing out on alot of potential money from In App Purchases and Paid Apps.
That was 13 months ago, until I discovered payoneer, im sure alot of you have heard of it let alone have accounts on it as well, but the gist of their service is once your identity is verified (passport or national ID scans) they ship you a prepaid master card debit card and give you an American Bank Account along with it's details.
Once I had all this set up, I simply created a Merchant Google Play Account, stating I lived in the US, created some random Address in California, filled in some Tax and legal forms, I don't remember everything that well but once my account was up and running I was able to integrate In App purchases into my apps.
Obviously Payoneer used money to create and ship you your card, so once you do get some money deposited onto your American Account, they'll deduct about 15$ last time I checked, once thats done, they'll charge you 1% of every deposit you receive and also charge 3$ on every withdrawal you make from a compatible ATM worldwide. However, you can also make online transactions like a regular credit card and the charge is about 1$
I've used the service all this time and had no issues from Google Play, every 16th my card is loaded with last month's previous Google Play Revenues.
