I recently acquired an email list. It contains 96k emails, it has a niche (somewhat broad/can be applied to various markets), and no one else has it aside from the legitimate organization that collected it.

I'd like to know some methods for using it without going to spam so it makes as much as it can.

How much would it cost to set-up a bulk mailer that works?
How much would people potentially pay for the full list? If I set it up, I could try out some bulk mail for proof that it makes money, maybe?
How much would people pay to rent it (send their emails on their behalf)?

More emails are possible! Willing to work with someone possibly.

You'd have to setup your own server as any third party service would probably ban you.

And you'd have to manage IP warming and rotation etc. Not simple, if you want it sustainable. People sell SES accounts here that might be your best bet.
