i trying to do Engagement campaign directly to Whatsapp but the ads rejected cause Non functional landing page but theres no landing page at all!! its directly to the whatsapp bussines so whats the issue?

Everybody know that Facebook became very aggressive with their rules and they blocked a lot of WhatsApp numbers But I try to publish campaign with legal content and still after hour the WhatsApp number blocked but the ad still alive and active someone know what is the reason?
