Everybody know that Facebook became very aggressive with their rules and they blocked a lot of WhatsApp numbers
But I try to publish campaign with legal content and still after hour the WhatsApp number blocked but the ad still alive and active someone know what is the reason?

yes, your ad is still working but when customers click on your whatsapp link, they will get a display error, many of my customers can launch normally and are not banned, maybe you need to learn more about advertising + whatsapp

If the ad will alive and didn’t get rejected and the content is legal so why mats the reason the WhatsApp banned?

Facebook's ad review and processing process can take time. The WhatsApp number may have been blocked during the review process but the ad is still live. You can contact Facebook support to find out how long it will take to complete the review.
 
If your campaign is not rejected, of course it still works normally, it's just that linking to whatsapp to make whatsapp work becomes disabled.
 
Facebook will evaluate phone numbers and content separately. Even if your content is legal but the phone number shows signs of abnormality or is reported, it will still be blocked
 
You can contact Facebook support to know the completion time also you can replace profile proxy
 
I think you should check if your WhatsApp has had a history of being blocked before, I think that could also lead to your campaign being blocked.
