When i thumb up my own comments manually with my 16 youtube accounts and become the top comment, they only stay at the top for about 2 hours? why?

I was looking at some of my competition, then i saw that this guy was posting my videos that i cretated on youtube, and he stole the same exact look of my blogger blog. Is there anything i can do to report him or delete his accounts?
