So my Paypal got limited last week and I've been wondering, could I use my fathers CC and Bank Account to open a new Paypal on another pc and then connect it with my Ebay? Is there a chance they could close both Paypal accounts or it should be fine? Because I have 1100 euro in the limited one...

I recently got scammed by someone(got my money back) anyway, he keeps scamming people and I was wondering if there's a way I could get his account closed or something. Does anyone have an idea what I could write to Paypal so they actually do something? And sorry if I had to post this somewhere...
