I recently got scammed by someone(got my money back) anyway, he keeps scamming people and I was wondering if there's a way I could get his account closed or something. Does anyone have an idea what I could write to Paypal so they actually do something? And sorry if I had to post this somewhere else, I just couldn't figure out which section would be the best.

your best way to not do anything to avoid harming your self

Both bass and anthony are right. And spend your time making you money not trying to cost someone else money. I know it is hard not to be mad but spending a lot of time on the idiot only hurts you and takes away from goals you have in your life so move on and let karma do its job.

Not really a revenge thread. The OP has clearly asked for ideas on what to "write to Paypal". Potentially stopping others from getting scammed.
