a week or so after getting a letter in the mail from G asking me to return to adwords I get a wmt notice today of unnatural links to one of my sites. I haven't touched the site on-page or built any links in the last 6 months. And I can only find 3 links pointing at it. What's even more puzzling...

I have a domain that's 8 years old and only has about 1200 backlinks. I know that building brand new sites backlinks too quickly will sandbox it but what about an older domain like this? Would building say 2000 backlinks per month hurt it?
