It’s not too hard, just a bit of manual work. You can export your products and download the theme from the old store, then upload it to the new one. Some stuff like apps and settings won’t carry over, so you’ll need to set those up again. Bit of a hassle but doable.

From my experience, here’s how you can probably do it...
You export your theme, products (via CSV), and manually copy over pages, blogs, and navigation. Then you upload the theme to the new store, import your products, and reinstall any apps. Some parts (like customer data and order history) can’t be cloned due to Shopify’s privacy rules.
It’s a bit of manual work, but with the right tools or a freelancer, it’s smooth... And as a freelancer I usually only charges after seeing the capacity of the project

yes it is possible freelancer can transfer products,pages, navigation and settings to another store.
for a normal store i would expect roughly 100-300$ depending on the numbers of products , apps and custom features

One correction to #3: customers can be imported by CSV, and order history can be migrated through apps or the API, though not through the normal admin import. Ask the freelancer to list those separately in the scope of a '1:1 clone': https://help.shopify.com/en/manual/shopify-admin/duplicate-store/
