Check your homepage meta tags, canonical URL, robots.txt, and ensure it’s linked in your sitemap; then request indexing in Google Search Console. Also, add unique content and internal links to help Google prioritize the homepage over the privacy policy page.

It could also help to review your homepage content ensure its unique, has relevant keywords and isnt overshadowed by other pages. Sometimes google prioritizes pages with more content or stronger internal linking

It can happen if google isn’t fully understanding your homepage yet. Just make sure it’s not blocked by robots.txt or a noindex tag and add a proper title, description and a bit of useful content. after that, request indexing in search console. If the site is new, it may just need a little time

Humm.... in this situation, you should inspect your home page URL in Search Console. whether the page is “URL is on Google” or “URL is not on Google” then "Test Live URL" result will help you to understand the reason.

Goolge will index only the pages that it considers worth to the public. If your legal page is indexed, but not the home page, it means that your home page is less interesting to the public than your cookie policy page, according to Google.
The answer : make sure your home page has CTA to help visitors navigating, make sure your footer has all legal pages, make sure your home page answers the audience's requests, etc...
And last but not least : is this website in the YMYL sector ?

i would also see whether the homepage was recently updated or is very thin in comparison to other indexed pages on the website. sometimes google chooses an internal page just bciz it has better signals than the homepage. just adding a few internal links to the homepage nd getting it indexxed again would be a great experiment to try.
