Blog Lost Ranking Now Google Impressions Have Been Picking Up

Last week i was curious and checked the google webmaster console and seen the impressions came back and were better then before. My question is should i start building again and putting money in it? I'm paying a service to write my post and plan to use a service to build links as i do have a full time job that takes it almost all of my time during the week. Just looking for suggestions and opinions. I added a screen shot of what my impressions looked like and this weeks activity that picked up.
