Well if you are looking for cheap, just do it yourself. I know you want someone else to do it, but do it manually, get some money from ads or whatever your site is based on, and use that money to get more.

Honestly, I would contact body mod shops. Such as Tatoo shops in certain areas. Then sell ad space. A body mod location, would be a great place to advertise. Or have a section on locations where you can get body mods. And charge shops fee's to put their site and location on that list. But you...
