If I visit a website and they just have their TOS pasted on the page in a banner (no click to accept or agree or anything like that) and the banner is in a foreign language. Most of those backlinks are probably from those content sharing sites. I would find the sites that aggregate content from multiple sites and see what it takes to get links to all your content out on that site
