Is anybody able to get pass the selling limits on a stealth account? I tried to call ebay to increase the selling limit but they could not generate the security questions to increase my limits. I know there is an option of linking to an established account but I dont want to link 2 accounts.

No, that ebay account is shot. You have to make a stealth ebay and paypal and start out slow. You can use merchant account with ebay but most people feel comfortable paying with paypal and you will lose sales.

Its not the ip change that limits your account, its the flash cookies that do. My ip changes all the time and my account has not been limited.

It depends on what you are selling. If you are selling high risk items, they would probably want invoices, ID, and a credit card statement.

You do not need a tax id.
