There's no need to spend more than $100 per domain. I am ranking for tough terms with $20 domains I got without a contest. It's how you use them!
But, by all means, take the guy's money and do it!
I just watched a video series that comprised over 1000 hrs of testing over the course of a year that basically concluded that links are still the #1 ranking factor. The type of links and other factors regarding them were serious considerations but still and all it had to do with links.
Be patient. Getting stuck on page 2 for 3 weeks is pretty standard. Rankings are slower now. If your on page is correct and your anchor text ratios are reasonable you just have to keep doing more of what got you this far and be patient.
Trading links is pointless. If you link to A and A links to YOU....it is seen as a reciprocal link and will essentially be worthless. Get a link from them...suer. But don't reciprocate with a link in return. Trade something else of value for that link.

They could be using PBN's and blocking the links (Likely)
Different accounts are not necessary with Godaddy. Godaddy is so fucking huge there is no way you can leave a footprint there. Simply change the contact details to a fake name for each domain. It's the hosting where you have to be concerned. You need a separate hosting account for each domain...
