Could be anchor text being overoptimized , web 2.0 having bad content and not properly fleshed out with supporting pages and unique images.
New sites tend to be in a sandbox for a period of time. 40 days isn't long compared to many others I've seen.
Also, have you considered that a brand new site not getting any social interactions and traffic suddenly getting hundreds of links that have supporting tier two links is a dead giveaway footprint? If those web 2.0straffic also had no social signals to justify them getting tier two links, I think that's pretty much where the problem is.
