For example: I'm targeting @fashionblogger. There are many different types of followers under @fashionblogger, so in order to super target which of the followers of @interiorsblogger that is relevant to me, I want to only FLC users who are renovating with # renovating (so I'm not targeting other interior bloggers or other competitors, I'm only following people who are renovating who might want to buy my products). I hope this makes sense?

He is talking about "weighting" which FLC doesn't do. Weighting means it only acts on multiple hits of a tag/profile.
