Hello dear friends tell me some suggest my youtube account is suspended
How can i reopen my account ..?

Depends, why is it suspended? In some cases it will be easy to re-open your account. In most of the cases not.

reason just because someone was report my videos this is not mine

i just saw thread some where you can pm youtube via help and tell them your videos were flagged by group of viatnamese or just say was flagged many times and may be you get your channel unsuspended

I think You should Appeal again , restore your channel and try to move from Adsense to another Partner

Its going to be really hard for you to recover this account, I would suggest buying a new youtube account with a VPN or something to cloak the IP so they cant connect the two.
