If I were you I would create multiple accounts, each of them promoting your app.
Say you have 5 accounts, each one promoting the app. You would post pictures and/or videos about the app in order to get more attention.
If each account follows 500 users per day (2500 total), you will get around 10-30% follow back which means 250+ potential users that can install your app. You can target by hashtags on instagram and that way you can follow users that might be interested in your app.
Then you just need to tweak things like posting even more great content, improving your bio to make it more appealing, etc.
If this works well for you, scale up to 10, 25, 100, xxxxx accounts and make $$$$$

Currently I have 3 accounts with about 8k followers each and they have a link to one of my websites but its only generating about 10 visits per day.

I guess it depends if the link in the bio appeals to your followers.

10 visits per day isn't much, try to add something to your posts caption to promote your app like "Check the link in our bio to install our amazing app" or "Download link for our app is in our bio", blabla.
Make bio attractive, do you have emojis? You could have something like:
Some line describing our app here
️ Install our amazing app today ️***link here***
You said you are following 400 users per day, are you sure they are interested in your app? If you have an app about clothing, you won't follow users who posted on #travel for instance.
